Mesut Yılmaz'ın Mavi Akim açıklaması

Sayın Türkistan Bülteni üyeleri dünkü Hürriyet gazetesinde Mesut Yılmaz’ın bir açıklaması yer aldı. Bu açıklamaya göre 18 Eylül 1999'da Moskova'da çekilen fotoğrafta o dönemde hükümette bakan olmayan ANAP Lideri Mesut Yılmaz, yanında Enerji Bakanı Cumhur Ersümer, bazı milletvekilleri ve kardeşi Turgut Yılmaz olduğu halde, Moskova Belediye Başkanı Yuriy Lujkov'la toplantıda görülüyordu. Mesut Yılmaz'a göre bu fotoğrafta Moskova'ya gittiklerinde, orada 'mavi akim' projesi üzerinde görüş alış-verişinde bulunmamış, Moskova belediye başkanının 'sanat danışmanı' Zurab Tsereteli ile heykel ve resim sohbeti yapmışlardır...

Zurab Bey, heyeti Arbat Sokağı’na götürmüş ve sokak ressamlarını sevindirmiş bile olabilir... Aşağıda Mesut Yılmaz’ın bu konuda da yalan söylediğinin ispatını kamuoyunun dikkatine sunuyoruz.

Önce bu konuda Yenişafak'tan Taha Kıvanç (Fehmi Koru) 6 Mayıs 2001 tarihli köşesinde aşağıdaki bilgileri veriyor:

" Önce fotoğrafla ilgili bilgi: ANAP lideri Mesut Yılmaz, "Beni önce aklayın, sonra hükümete gireyim" günlerinde kalabalık bir heyetle ABD ve Rusya'ya gitmişti. Başbakan yardımcısı da olan enerji Bakanı Cumhur Ersümer ile kardeşi Turgut Yılmaz heyetin ana gövdesini oluşturuyordu. O sıralarda petrol işine merak sarmış ANAP il Başkanı Erdal Aksoy, "Rusya" denildiğinde akla gelen iki işadamından biri olan Şarık Tara... Bu ekip yanlarına Türkiye'nin Moskova büyükelçisi Nabi Şensoy’u da almış ve Moskova belediye başkanı Lujkov'lu bir grupla fotoğraf çektirmişlerdi. Fotoğraf 18 Eylül 1999 tarihini taşıyordu. Bugüne kadar "Türkiye'den giden devlet ve işadamları, Moskova'da bos oturmadılar, 'gönül bağı ile bağlı oldukları mavi akim projesi' konusunda görüşmeler yaptılar" diye düşünmemize sebep olan fotoğraf... Çünkü Lujkov'un yanında oturanların Rus enerji Bakanı ile Gazprom başkanı oldukları biliniyordu.

Hürriyet'e göre gerçek farklı. Masanın Rusya tarafında oturan bir heykeltraşmış. ANAP'ın enerji sever ekibi, Rusya'da, bir heykeltraşla sanat üzerine söyleşi yapmış...

Aslında, Hürriyet'in kafa karıştırıcı lâf kalabalığını da, benim saatlerimi verip İnternet'te dolaştıktan sonra bir tutam saça takılıp kalmamı da gereksiz kılacak bir çözüm yolu var: O geziyi heyetin bir üyesi gibi izleyen iki basın mensubunun gerçeği açıklaması... Günlerdir, o geziye iki gazetecinin katıldığı yazılıp çiziliyor, ama kimlikleri bir türlü açıklanmıyor. Sanki sırmış gibi... Oysa bu bir 'sır' değil; çünkü, daha o günlerde yazdığım bir Kulis'te, Şarık Tara'nın misafiri olarak geziye Star yönetmeni Fatih Çekirge'nin de katıldığını yazmıştım. Öteki 'gazeteci' ise, Washington'a yerleşik ve Yılmaz’ın ABD temaslarını da sağlayan Sabah'la
irtibatlı Zeyno Baran'dı."

Fehmi Koru'nun bu bilgilerinden anlaşıldığı kadarıyla Zeyno Baran Mesut Yılmaz’ın Moskova görüşmelerinin en yakın şahidi.

Mesut Yılmaz’ın heyetinde bulunan Zeyno Baran'ı bugün aradık ve Moskova’daki görüşmeler ile bilgi istedik. Sayın Baran Amerika’nın önemli Think-Thank'lerinden CSIS (Center for Strategic and International Studies) de çalışıyor ve aşağıda bize gönderdiği yazıda Yılmaz’ın Mavi Akim görüşmelerinin detaylarını yazmış. Buna göre Mesut Yılmaz o meşhur Moskova gezisinde Gazprom yetkilileri ile görüşmüş.

İşte aşağıdaki Zeyno Baran’ın Yılmaz’ın görüşlerini açıklayan yazısından alıntılar:

"In fact, Turkey has been under conflicting pressure from Russia and the United States for some time on the competing gas projects. Yılmaz, whose Motherland Party is the junior member in the current three-party coalition, tried to communicate to American officials the importance of Blue Stream in a visit to Washington in September. He followed up with a visit to Moscow, accompanied by Energy Minister Cumhur Ersumer, a week later. Clearly,
Yılmaz wanted to define the framework prior to Ecevit's own visits to Washington and Moscow."

Evet CSIS'ten Mesut Yılmaz’ın heyetinde bulunan Zeyno Barana göre Yılmaz ve Ersumer Moskova'da Mavi Akim tartışmalarının yolunu açmak için gittiler ve orada Rus yetkilileri ile konuyu bağladılar.

Türkiye'nin geleceğini ve Türk Dünyasının geleceğini Ruslara teslim eden ve bu isten yandaşlarına ve kendisine çıkar sağlayan ve 3 kuruşluk rüşvet için Türk dünyasının geleceğini karartan Mesut Yılmaz utanmayacak mı? Hadi o arsız diyelim. Mesut Yılmaz ne zaman Yüce Divan'da hesap verecek. Turkey: Blue Stream Dynamics

The much-discussed Blue Stream gas project was at the top of the agenda during Prime Minister Bulent Ecevit's visit to Moscow last week, his second visit to Moscow as Turkish leader after a gap of over 20 years. The previous prime ministerial contact between Turkey and Russia occurred in December 1997, when the two countries signed the take-or-pay bilateral gas agreement. Since then, the project has confronted a series of problems, ranging from geopolitical concerns to corruption allegations. The timing of Ecevit's Moscow trip-two weeks before the upcoming Organization for Security and Cooperation in Europe (OSCE) summit in Istanbul November 17-19-only served to underscore the geopolitical significance as well as the controversial nature of this project.

BLUE STREAM VERSUS TRANS-CASPIAN GAS

Turkey is the only regional market with significant demand and the hard currency to pay for natural gas. Over the past few years, however, the Turkish government's gas policy has baffled most observers. After signing a gas agreement with Iran in 1996, Turkey signed the Blue Stream agreement with Russia in December 1997 and then signed a gas agreement with Turkmenistan in May 1999. Turkey is expected to purchase gas from Azerbaijan and has indicated interest in buying Egyptian gas and also Iraqi gas when Iraq opens up. With Turkish authorities arguing that demand will rise to justify all the gas projects, there has been a veritable gas rush to Turkey.

But Turkish estimates of 53 billion cubic meters (bcm) gas demand by 2010 and 82 bcm by 2020 are generally considered to be unrealistic. Even if its demands reach those figures, Turkey has now signed contracts to purchase gas at volumes that exceed even those optimistic demand projections.

Consequently, the two giant gas projects, Blue Stream and the Trans-Caspian gas pipeline (TCP), are racing to "get to the Turkish market first," knowing that the loser will probably be shut out for some time. There will simply not be enough gas demand to justify and finance both of these projects.

The Blue Stream project envisions bringing 16 bcm of additional Russian gas directly to Turkey via a pipeline under the Black Sea. It is environmentally challenging, as a rupture in the pipeline would release a highly dangerous hydrogen-sulfite gas to the detriment of coastal life. Many observers, however, believe that available technology could overcome such environmental and technical challenges.

A more serious problem associated with Blue Stream is its threat to the TCP project that is scheduled to bring 16 bcm of Turkmen gas to Turkey via the Caspian and the Caucasus. The TCP was originally going to bring Turkmen gas to Turkey via a pipeline under the Caspian and across Azeri and Georgian territories. Newly discovered Azeri gas fields and the smaller Georgian gas fields have complicated this project.

TCP is favored by the United States and Turkey as a key component of the ambitious Eurasian Corridor project that will bring Caspian oil and gas to international markets via Turkey, free from Russian and Iranian influence. It will also provide an alternative source of gas supply to Turkey. Blue Stream, on the other hand, will increase Turkey's dependence on Russia, which currently supplies 70 percent of Turkey's gas. Nevertheless, as Blue Stream is supposed to bring gas to Turkey a year sooner than TCP, it is touted by the Turkish energy ministry as the answer to the predicted energy shortage.

The competition between these projects has become part of the strategic competition over the future of the region. With Russia identifying the Blue Stream project as a top priority, the fate of this project will surely help determine the direction of Turkish-Russian relations as well as that of the Caspian basin. Significantly, Russia has made it clear that it wants to not only to continue to monopolize the Turkish gas market but also participate in the profitable local distribution.

THE SELLING OF BLUE STREAM

Russia and Turkey signed the Blue Stream agreement in December 1997 under the direction of then-prime ministers Victor Chernomyrdin and Mesut Yilmaz. From the outset this has been a highly debated project in Turkey, as the agreement was reached behind close doors. The Energy Ministry, under Yilmaz's direction, was accused of hiding the full content of the agreement from the rest of the Turkish state. In fact, if the president and the Foreign Ministry had not intervened at the last minute, the agreement would have given excessive concessions to Russia.

The argument in favor of the project was that Turkey and Russia are two giant neighbors that would gain from cooperation instead of regional rivalry. To underline the significance of the newfound partnership, Prime Minister Chernomyrdin declared after the signing, "No more Chechen and no more PKK problems." He was referring to Russia's belief that Turkey aided the Chechens during the 1994-1996 war and to Turkey's own suspicions that Russia supported the terrorist PKK group. Prior to his arrest last February, the PKK leader Abdullah Ocalan sought shelter in Russia to the dismay of Turkey. Ecevit's visit last week saw the conclusion of a broad bilateral agreement against the harboring of any terrorist forces. It has been argued by Blue Stream advocates that certain Russian circles could revitalize the PKK unless there was strong commercial cooperation, with Blue Stream at the heart of the strategic partnership.

Since 1997, the Russian gas giant Gazprom has worked with the Italian firm ENI on the technical feasibility and financing of Blue Stream. While Saipem, ENI's construction arm, believes the project to be feasible, the companies involved have so far failed to secure the necessary financing. The failure of Russia to comply with its obligations on the required deadlines legally permits Turkey to cancel the project, but Turkey has chosen to honor the agreement. In fact, Russia was hoping that Prime Minister Ecevit's visit would see the signing of two additional protocols that would make the project more bankable.

TWO TRIPS TO MOSCOW

Prior to Ecevit's trip, Russia had declared that the success of the visit would be measured by progress on Blue Stream. The Turkish side, however, indicated that Turkey would indeed move ahead with the project, but the timing was bad. Reaching additional agreements prior to the OSCE summit would create unnecessary pressure on the project from the United States as well as the Caspian region states.

In fact, Turkey has been under conflicting pressure from Russia and the United States for some time on the competing gas projects. While Yilmaz does not have a formal government portfolio, he is deeply involved in Turkey's energy policy and Ersumer is a member of his party. Yilmaz' active engagement in Blue Stream may also be an indication of his interest in the upcoming presidential elections in May 2000. While still an undeclared candidate, Yilmaz is widely presumed to be running. Massive support from the media and the business community, most of whom have huge business interests in Russia, might yet turn him into a serious challenger. Yilmaz believes that closer cooperation with Russia is the key to long-term regional stability. Turkish president Suleyman Demirel, on the other hand, has excellent relations with all the leaders of the Caspian region, who are extremely cautious about Russia.

GEOPOLITICAL IMPLICATIONS

When Yilmaz and Ersumer were in Moscow to support Blue Stream, President Clinton's special Caspian envoy, John Wolf, visited Ankara to promote TCP and raised concerns that such uncoordinated initiatives could undermine efforts on the entire Eurasian corridor. Wolf was given assurances that Turkey would not do anything to harm the TCP project. But the United States wanted direct confirmation from Ecevit in Washington, and the administration used his visit to give Ecevit additional warnings about the geopolitical ramifications of the Blue Stream project while the TCP was at such a critical stage.

The leaders of the Caspian region are in a particularly tight geopolitical spot because, parallel to Blue Stream, Russia is interested in controlling their participation in the gas equation. In the absence of full Turkish cooperation on the TCP, it would be highly risky for these countries to resist Russian pressure to work on alternative gas projects. Turkmenistan had stopped selling its gas to Russia due to unfavorable terms, but lack of progress on TCP may lead it to resume negotiations with Gazprom. The situation is even worse for Georgia. Geographically sandwiched between Turkey and Russia, Georgia is trying to balance its support for TCP with Russian insistence on a pipeline that would run from Russia to Turkey via Georgia.

In a recent meeting with Ersumer, The Turkmen president, Saparmurad Niyazov, made regional dissatisfaction very clear. After consultations with Ecevit, the U.S. administration asked Turkey to help encourage the Turkmen and Azeri leaders to reach an agreement on the TCP. When Ersumer went to Turkmenistan, however, he was criticized by Niyazov for having gone to Moscow to advance the Blue Stream project. In front of journalists -- - a common regional method to embarrass visitors -- - Niyazov accused Ersumer and Yilmaz of supporting Blue Stream at the expense of TCP. Niyazov claimed Turkmen gas would cost Turkey only $70 per unit, while Russia would sell its gas via Blue Stream for $114. Moreover, Russia would buy Turkmen gas for Blue Stream at $32 and sell it much more expensively to Turkey. The Turkmen trip provoked a major public outcry in Turkey on Blue Stream, and opposition parties, led by the Islamist Virtue Party, threatened a parliamentary investigation to evaluate all aspects of the project, including corruption allegations.

In this highly charged domestic and foreign policy atmosphere, Ecevit even considered postponing the Moscow trip until after the OCSE summit. He compromised by going ahead but delaying the conclusion of the expected agreements with Russia. He confirmed that they would be signed after the OSCE summit and that Turkey would abide by all the agreements to move Blue Stream forward.

LOOKING AHEAD

Ecevit is clearly still squeezed between the competing gas projects and U.S. and Russian pressure. Signing the additional Blue Stream agreements prior to the conclusion of the TCP agreement at the OSCE summit with President Clinton would have resulted in serious political tension with the United States and the Caspian states and may even have harmed progress on the parallel Baku-Ceyhan oil pipeline talks. After the OSCE summit, however, the Russian prime minister is expecting concrete and rapid progress on Blue Stream.

The strong Russian push for Blue Stream may give the Azeri, Turkmen, Georgian, and Turkish energy teams meeting in Ankara an additional incentive to finalize the intergovernmental agreement for TCP in time for the OSCE summit. Some key issues remain to be resolved, such as Azerbaijan's desire to have its gas included in the pipeline instead of being only a transit country for Turkmen gas, but there is likely to be an agreement.

It will be a real challenge for Turkish leadership to continue supporting all the gas projects -- Turkmen, Russian, Azeri -- in the coming months as negotiations get more specific. An equally daunting challenge also confronts the U.S. government after the OSCE summit, which is to sustain its high-level engagement and bring the complex energy projects to completion.

Yılmaz görüşmelerin ardından, gazetecilere yaptığı açıklamada, Rusya'dan Türkiye'ye Karadeniz yatağından geçirilecek yeni doğalgaz hattı olan Mavi Akim projesini ele aldıklarını belirtti. Yılmaz, bu konuda iki taraf arasında tam bir görüş birliği bulunduğunu ayrıca, hattın Rusya'daki siyasi gelişmelerden etkilenmemesi gerektiği konusunu Çernomirdin'e ilettiğini ifade etti. Hattın, Rusya ve Türkiye kısımlarında bulunan kara bölümünün inşaatının başladığını kaydeden Yılmaz, 'Karadeniz'deki sualtı kısmının gemilerle döşenmesine gelecek ay başlanarak, deniz kısmı 4 ay içinde tamamlanacak' dedi. Yılmaz, bu güzergâhtan ilk doğalgazın 2001 nisan ayında Samsun'a ulaşacağını bildirdi."
